ESA compliance checking of Norway's WFD implementation.

Norway is connected to the European Union as an EFTA country, through the Agreement on the European Economic Area (EEA). 

The WFD was formally taken into the EEA-agreement in 2009, granting the EFTA countries extended deadlines for the implementation. In brief, full implementation in Norway is in sync but lags one cycle behind the EU Member States. EFTA-counties reporting obligations are to the EFTA Surveillance Authority (ESA).

In 2007 the WFD was transposed into Norwegian Regulation on a Framework for Water Management

The WFD was transposed into Norwegian Regulation on a Framework for Water Management in 2007, normally referred to as Vannforskriften (The Water Regulation). Norway performed a voluntary “pilot cycle” implementation of the WFD in selected sub-districts across the country from 2007 until 2009, thus gaining the experience of River Basin Management (RBD) planning.

Since Norway's 2009 pilot plans were a voluntary exercise, the proposed actions points from ESA based on these plans were intended to inform and assist Norway in the implementation of its first full cycle. Documents concerning the pilot plans:

The first full cycle of river basin management planning in Norway under full WFD obligations are the 2016-2021 plans. Norway is in sync but formally lags one cycle behind the EU Member States.
