Norway takes
part in the European Common Implementation Strategy (CIS), where an
important aim is to secure comparable progress and ambition in the
implementation across all participating countries.
The
participation ensuring:

Norway access to
information concerning the implementation in other countries,
and
-
the possibility to learn from
the experiences of other countries.

Norway’s particular needs and
interests are being promoted and incorporated into the common European
guidance documents.
River basin
districts:
The Water
Regulation divides Norway into nine River Basin District Authorities, of
which five are international, extending across the borders into Sweden,
Finland and Russia. In
addition, five international RBDs that are mainly in Sweden and Finland
extend into Norway, making the total of RBDs on Norwegian territory
fourteen.
A formal cooperation
between Norway and Finland on water management has existed for
several years, through the Commission for Border crossing
Watercourses.
The Norwegian and
Swedish authorities have agreed on how to apply a joint management
of border crossing water bodies:

Coordinated work and
agreement on the determination of status of the shared water bodies,
significant water management issues, and the definition of environmental
goals for the shared water bodies

Coordinated
monitoring programmes for the shared water bodies
-
All relevant
information shall be accessible for the RBD authorities in both
countries
-
A common
view on subjects such as climate conditions, flooding, etc.

The
neighbouring country shall be consulted as part of the consultation of the
RBMPs for each RBD
